Several Oracle partners say EM is on the road to rival HP's OpenView and IBM's Tivoli management offerings. Some Oracle insiders called that characterization is a stretch thus far, although that is certainly the long-range goal. IBM and HP say their management solutions are really-and-truly heterogeneous vs. other systems management offerings.

Oracle and SAP are locked in an escalating arms race around business applications where they are the market leaders. Oracle has spent upwards of $20 billion dollars building its apps arsenal to wage ware against the incumbent SAP.

SAP subsidiary TomorrowNow, for example, offers to support customers' Oracle implementations at one-half the price Oracle charges.
