Don Scales Wednesday was promoted to president of Agency.com, executives at the solution provider said. <P> Scales, who had served as COO, continues to report to Chan Suh, chairman and CEO of Agency.com, based here. Scales will oversee business development, operations and the solution provider's online advertising arm, called itraffic. <P> He joined Agency.com, which works closely with vendors including Art Technology Group and IBM, in February 2001. <P>
