Dullaghan previously was vice president of strategic alliances at Cable and Wireless as well as customer director of the carrier's switchless resale division.

In his new post, Dullaghan is responsible for maintaining existing partner relationships and driving new partner business.

"In a time of continuing turmoil in the [telecommunications industry, Cable and Wireless' financial strength and global infrastructure are an attractive combination for our channel partners," Dullaghan said in a statement.
