Government Agencies Get Failing Grades From OMB

Nine federal departments slipped in their quarterly grades for performance on key governmentwide IT-management initiatives, the Office of Management and Budget (OMB) reported.

Among the departments and agencies that fell short on the OMB report card are commerce, defense, justice, transportation, and the Office of Personnel Management. Each received unsatisfactory grades for meeting five IT initiatives.

OMB blamed the low scores on the agencies' difficulty in getting Congressional funding. According to the OMB, the poor performance highlights the need for agencies and the OMB to work more closely with Congress to communicate the benefits and improved service provided by e-government initiatives, and to explain why the projects are funded as they are.
