Legislation Would Authorize Bounties For Turning In Spammers

The Silicon Valley representative said her bill would offer bounties to those who rat out spammers.

Like upcoming legislation from Sen. Charles Schumer, D-N.Y., Lofgren's bill--the Restrict and Eliminate the Delivery of Unsolicited Commercial E-mail Spam (REDUCE) Act--would require mass e-mailers to identify commercial messages by placing the letters "ADV" in the subject head. Bulk mail that hypes pornography would have to include the letters "ADV:ADLT."

"People are tired of hearing, 'You've got junk mail,' when they open their e-mail in-boxes," said Lofgren.

What separates her bill from others, including Schumer's, is the bounty. If passed, Lofgren's legislation would authorize the Federal Trade Commission to reward people who identify spammers. The bounties--20 percent of the civil fines levied on a spammer by the FTC--would be awarded to those who provide the information that leads to prosecution.
