Streamlined DOJ Financial Management On Tap

IBM, CGI Federal, BEA Systems, BearingPoint, COMSO, Delta Solutions, Nortel PEC, Unisys, Codesoft and Collins Consulting will streamline and modernize the DOJ's financial system under a one-year contract, with six additional one-year periods. The department can issue task orders throughout the term of the agreement, which is valued up to $150 million.

IBM plans to integrate financial management and procurement systems based on CGI-AMS's Momentum software, an off-the shelf, commercial product tailored for government use. The company will install Core Accounting/General Ledger, Financial Management Reporting, Payment Management, Receivables Management, Funds Management, Cost Management and Procurement modules of Momentum.

That should be a notable change for a department that has struggled with efficiency and cost containment as various units operated with different commercial and proprietary systems.

IBM announced that the change will standardize the process, improve efficiency, promote information sharing, allow enterprise-wide views of income and expenses, enhance security and increase accountability.

The company will also provide IT support services for the Department of Defense's worldwide commissary sales under a contract announced at the end of 2005. That five-year agreement, with the option of five more years, is valued up to $270 million and covers nearly 200 commissaries employing about 18,000 people.
